Agricultural Land Reserve (ALR)
A provincial land-use zone in British Columbia administered by the Agricultural Land Commission (ALC) that protects farmland from non-agricultural development. Land inside the ALR is subject to rules on subdivision, non-farm use and exclusion that apply in addition to local government zoning.

Agricultural Land Commission (ALC)
The BC provincial Crown agency responsible for administering the Agricultural Land Reserve. The ALC decides on applications to exclude land from the ALR, subdivide ALR parcels, or approve non-farm use.

Canada Land Inventory (CLI) soil capability class
A national classification system ranking land by its capability for agriculture, from Class 1 (prime, no limitations) to Class 7 (no capability). CLI class is a key driver of BC farmland value and determines what the land can productively grow.
Class 9 farm classification
BC Assessment's property-tax classification for working farmland. To qualify, the property must produce a primary agricultural product for sale and meet a minimum annual gross farm income threshold that varies with parcel size. Class 9 typically results in a lower assessment than residential class, but the classification is not automatic and can be lost if farming stops.

Water licence (Water Sustainability Act)
A provincial authorisation to use surface water (rivers, streams, lakes) for a specified purpose such as irrigation or livestock. A water licence has a priority date under the 'first-in-time, first-in-right' principle, specifies an annual allocation volume, and is generally attached to (appurtenant to) the land so it transfers with the property — but its status must be verified during due diligence.

Groundwater licence
Under BC's Water Sustainability Act, larger groundwater withdrawals now require a licence similar to surface water. Well owners diverting above a threshold volume must apply for and hold a groundwater licence, which is registered to the property.

Priority date
The date a water licence was first issued, which establishes its rank under BC's 'first-in-time, first-in-right' system. During water shortages, older (lower-numbered) licences are satisfied before newer ones — so a licence's priority date directly affects its security and value.

Supply management / quota
A federal-provincial system that controls the supply of dairy, poultry and eggs in Canada through production quotas. Quota is a separate, valuable asset from the real estate; whether it is included in a farm sale and how it transfers must be clarified in the purchase agreement.

Appurtenant water right
A water right that is attached to (runs with) a specific parcel of land rather than to an individual. Appurtenant rights generally transfer with the property on sale, but the buyer should confirm the licence is in good standing and properly registered.

Non-farm use
A use of ALR land that is not a permitted farm use. Non-farm uses — such as commercial fill, certain residential development, or industrial activity — require approval from the Agricultural Land Commission and are generally restricted.

Farm Credit Canada (FCC)
A federal Crown corporation that lends specifically to the Canadian agriculture sector. FCC is a primary lender for BC farm purchases and publishes the Farmland Values Report, a key source of provincial farmland price benchmarks.

BCFSA (BC Financial Services Authority)
The provincial regulator that licenses real estate professionals in British Columbia, including REALTORS® and brokerages. A licensed real estate professional's BCFSA registration can be verified on the BCFSA public registry.
